September 28, 2026: FY 2026 Consolidated Application Available for Public Review

The Northern Colorado Continuum of Care (CoC) is making its FY 2026 application materials available for public review before submitting them to HUD. HUD’s submission deadline is Wednesday, September 30, 2026, at 6 p.m. Mountain Time.

September 18, 2026: FY 2026 CoC Competition Resumed

On September 18, the NoCO CoC notified project applicants that HUD had reopened the FY 2026 CoC competition and e-snaps following a September 16 court order. The U.S. Court of Appeals for the First Circuit granted HUD an emergency stay while it appeals the District Court’s ruling. The competition is moving forward while the appeal remains pending, and the previously announced pause has ended.

HUD established a new national submission deadline of September 30, 2026, at 8 p.m. Eastern Time / 6 p.m. Mountain Time. HUD also reduced the project-selection notification period from 15 days to 7 days. The other NOFO requirements remained unchanged.

Project applicants were asked to resume work in e-snaps, check that their previously entered information was retained and accurate, and submit their project applications to the NoCO CoC by September 23 at noon Mountain Time. Applicants were also asked to notify CoC staff promptly of any e-snaps technical issues. The local deadline allowed time for the CoC to review project applications, complete the Priority Listing and CoC Application, obtain approvals, and submit the full package to HUD.

FY2026 CoC NOFO: Update Following Federal Court Ruling

On August 7, 2026, the U.S. District Court for the District of Rhode Island issued an order setting aside HUD’s FY2026 CoC NOFO. As a result, the FY2026 CoC competition is currently on hold and will not proceed under the NOFO as originally issued.

HUD has confirmed that the FY2026 NOFO is no longer in force, and HUD is currently unable to accept FY2026 CoC applications. HUD has indicated that it will provide additional guidance as it determines next steps.

Local applicants should continue working on their applications unless otherwise directed.

FY2026 CoC Program Competition Resources & Updates

The U.S. Department of Housing and Urban Development (HUD) has released the Fiscal Year (FY) 2026 Continuum of Care (CoC) Program Notice of Funding Opportunity (NOFO), launching the annual competition process for CoCs nationwide.

The CoC Program NOFO is the mechanism through which HUD awards funding to support housing and services for individuals and families experiencing homelessness. Nationally, approximately $4 billion is available through the FY2026 competition. The Annual Renewal Demand (ARD) for the Northern Colorado Continuum of Care (NoCO CoC) is approximately $1.5 million.

The NoCO CoC is currently reviewing the NOFO and preparing materials for the local competition process. Additional information, including local application timelines, required materials, and technical assistance opportunities, will be posted on this page as it becomes available.

Key Highlights from the FY2026 NOFO

• Reduced Tier One Protection: HUD reduced Tier One funding protection from 90% to 60% of each CoC’s Annual Renewal Demand (ARD). This means a larger portion of funding will be subject to national competition.
• Expanded Tier Two Competition: The remaining 40% of projects will compete nationally through Tier Two. The FY2026 NOFO designates approximately $1.3 billion within the nationally competitive funding pool for new Transitional Housing (TH) and Supportive Services Only (SSO) projects.
• Emphasis on Self-Sufficiency and Recovery: Compared to previous years, the FY2026 NOFO places increased emphasis on programs that support self-sufficiency, substance use treatment and recovery, and public safety outcomes.
