FY2026 CoC Program Competition Resources & Updates

The U.S. Department of Housing and Urban Development (HUD) has released the Fiscal Year (FY) 2026 Continuum of Care (CoC) Program Notice of Funding Opportunity (NOFO), launching the annual competition process for CoCs nationwide.

The CoC Program NOFO is the mechanism through which HUD awards funding to support housing and services for individuals and families experiencing homelessness. Nationally, approximately $4 billion is available through the FY2026 competition. The Annual Renewal Demand (ARD) for the Northern Colorado Continuum of Care (NoCO CoC) is approximately $1.5 million.

The NoCO CoC is currently reviewing the NOFO and preparing materials for the local competition process. Additional information, including local application timelines, required materials, and technical assistance opportunities, will be posted on this page as it becomes available.


Key Highlights from the FY2026 NOFO

  • Reduced Tier One Protection: HUD reduced Tier One funding protection from 90% to 60% of each CoC’s Annual Renewal Demand (ARD). This means a larger portion of funding will be subject to national competition.
  • Expanded Tier Two Competition: The remaining 40% of projects will compete nationally through Tier Two. The FY2026 NOFO designates approximately $1.3 billion within the nationally competitive funding pool for new Transitional Housing (TH) and Supportive Services Only (SSO) projects.
  • Emphasis on Self-Sufficiency and Recovery: Compared to previous years, the FY2026 NOFO places increased emphasis on programs that support self-sufficiency, substance use treatment and recovery, and public safety outcomes.
